anyone know of any place that would sponser a person who pays out of his own pocket to obtain there series 7 with no commitements to working for them, only just to get the 7?
That is a major violation of NASD rules, and as a result no reputable firm will do it.
It is possible to find places that will sponsor you for several hundred dollars but you will find that your resume will be worthless because that firm is on it.
Here's an idea. Why not do it right? Get the job, then take the test.

no.
You can try places like Primerica and World Financial Group, but like Big Easy said - your resume will be worth less because that firm is on it.
I agree, why not do it the right way? You will have a history and anyone firm can track it. Unlike other businesses, they check your references, criminal history, financial history and any other thing in your shorts. You cannot hide, nor should you want to.

Or maybe he/she is from the middle east and can't find someone willing to take the risk of sponsoring him/her because of post 9/11?
Have a lebanese friend in Dallas. He was at the top of his class and has a masters. He can get a call from Cingular to sell phones but neither Ed Jones, Priamerica, hell not even first investors will/can hire him.

We should have laws that require employers to hire all applicants.
That would do away with unemployment with the stroke of a pen.

Being one of them there "lebanese" persons, maybe he could sue for sexual discrimination?!! I've thought about suing on the grounds of my handy-cap, a speech implement called "lysdexia"...
