What are independents/RIA’s using to fill the College Savings Plan market? 

529’s were a breeze back in my B/D days, but my initial digging (admittedly a short dig) has not turned up any real good ideas for 100% fee based advisory businesses.

Suggestions?

I believe the Arkansas 529 Plan is run by Barclays and is a fee only platform (I am pretty sure).

Keep in mind, we can't always do what is best for our clients.  For instance, if you are in a state that has a good direct sold 529 plan and there is a tax break, it may make the most sense to direct your client in that direction.
