Can't Cold Call

I spent a day coming up with a prospect list based upon successful businesses in the area. I submitted it to be scrubbed agaisnt the DNCL (Do not call) and it came back with 100% on the DNCL...
I do not know any wealthy people here.
So far in three weeks I've only opened two small accounts...well under the firms 250m minimum.
Anyone have any lead services they've used before that already scrub the DNCL and that they've had success with? Or any suggestions as to where to go from here?
P.S. I have a list of about 400 addresses that I can mail information to. I have started a mailing campaign, but I know that's usually less successful than cold calling.
If they are the business number you can call anyway (unless they have asked to be put on the firm’s DNC).
Oh and don’t spend business hours creating lists; That is what late nights and weekends are for.
As for bought lists, some work some don’t. The best lists will always be the ones you build, just don’t waste prospecting hours doing it.
