Maybe we could just use the detainees from Guantanamo...I'm sure they'll be the cheapest labor one can find.

You must be kidding. The "human rights" groups would have a fit.
Every obstacle of substantial scale can be breached without a huge buffer zone. The wall is a waste of time. The only obstacle that has been 99% effective is the DMZ in Korea which has a zone known to soldiers as a “field of fire” because you can essentially engage any intruder once they are in it
ACLU stands in the way. The unions would also jump in and demand 15 minute work rest cycles.
