That's the general policy that needs to be followed. How can you
expect them to do anything about it if you don't report it?
If you report it and they fail to act on it, then maybe you'll get rich. Otherwise you wont.

The site is heavy in advertising and referral links, lots of them in the Europe, the UK, and other parts of what was once referred to as "The British Empire", India, Pakistan, etc.
All in all, this doesn't look like anything more sinister than an attempt to drive traffic to the site and hopefully generate revenue for click-thrus to the referral links. I'd routinely ignore anything from this domain.
But, just for the fun of it, anyone in LA want to take a spin down Santa Monica and tell us if the address is a store front, mail drop, or office?

Many advertising programs prohibit spamming to drive traffic to your site. If someone complains, maybe his account will get whacked.
By the way, did you know that click-through ads can pay anywhere from $0.01 to $45 per click? A year or so ago I read that webmasters with webpages about mesothelioma were getting $45 per click-through from lawyers advertising their services. I don't much care for lawyers, so I clicked like crazy! Those lawyers had to pay for those clicks!
According to this, the click-through rate for mesothelioma lawyer ads is up to $100 per click.

Which brings us to the question: What is the going rate for “mesothelioma” at Overture these days? (Mesothelioma is a rare cancer associated with asbestos exposure.) Answer: $100 per click through — just about double the rate paid a mere year ago.
You may not use Overture, a Web search engine that exemplifies the “pay-per-click” model of Web advertising, but many people do, directly or indirectly. And some Web advertisers are willing to pay a quick $100 just to have any of those users who choose to search for mesothelioma click through to their Web sites. These advertisers, of course, are lawyers looking for clients.
