Actually, I think they passed it already.  I think they used it to create the Department of Homeland Security, and many of the jobs were created in the TSA.

Of course George W. Bush would sign this law, it would be incongruent for him to not sign it.

That's pretty good stuff, even if it is way left of me.  The sad thing is, I like Joe Lieberman...I think he makes a lot of sense, even if he doesn't make a very exciting candidate.

Ha… That is great… One amazing fact is the DOD with 500,000+ civilians is going to NSPS. This system is pay by performance, instead of the typical everyone gets 4%. Government unions, toothless tiger, are fighting this to the death.
