401k Program ; Whats the Cheapest Route?

I had a prospect who has 500m in a 401k and is tired of the annual TPA fees to administer the program.
I bumped into another prospect who wants a plan for his smaller 22 person company.
Anyone know of a program that costs very liitle to establish and is low cost to run.
I'm with a large Indy...

At those sizes, your best bet is a fund company (American, etc)
