OSJ release of RR

Does anyone know if the guidelines that normally exist between intra-BD moves, (eg. moving from one OSJ to another requiring the current OSJ to “release” the RR), is SOP for moving from one BD to another?  eg. does the current OSJ still have to release the RR?
