I would vote for the Carolina’s or the Pacific Northwest (I’m in New England, which is my first choice!).  Don’t worry about the climate for business (within reason), just find the place you would love to live, and you will make it work.  But I would try to set up shop as close to where you live as possible, for many reasons.

Asheville is a very expensive place to live especially when you would be on a limited income, but I do agree to move to where you want to live/raise your family and you can make it work.  Remember also that in NC the civil war never ended so you better either be a local, speak with a strong southern tongue or marry the right person.
