Minimum Retainer

I talked to an RIA yesterday who uses both 1% fee accounts or a minimum retainer of $4000, paid quarterly. (Whichever is greater).

He charges the clients credit card if their fee income < $1,000 per quarter.

Has anyone had experience with this approach?
