"FINRA Fines" vs "Revenue" Ratio?

Have you seen the quality of a firm ever measured by this type of metric?

  Something like "FINRA Fines in $" to "Revenue in $" ratio.   Obviously a lower ratio might indicate a firm that is in better compliance than a firm with a higher ratio.   Do you know where I could find such numbers or something similar?
