BNY Mellon: Zero fulfillment fee?

BNY Mellon Wealth department is telling me that there is zero product-level or fund fees at all with them... if you pay the ~1% advisory fee for managed money, they waive all implementation cost and your advisory fee = all-in-fee. Doesn't sound right... is there a question I am not asking here?
