American Portfolios Financial Services Inc. named Tom M. Wirtshafter president of the company. He succeeds Frank A. Tauches who will remain with the broker-dealer as executive vice president and chief legal counsel.

Fidelity Capital Markets Services, the institutional trading division of Fidelity Investments of Boston, hired Michael S. Cashel as senior vice president of its equity business. Prior to joining Fidelity, Cashel worked at Bear Stearns the senior managing director and head of sales and marketing for the firm's electronic-trading products

David M. Becker returned to the SEC as its general counsel and senior policy director. Previously, he was a partner in Washington for Cleary Gottlieb Steen & Hamilton LLP of New York. Prior to that, Becker served as SEC general counsel. He will again serve as the SEC's chief legal officer with additional responsibility for coordinating development and implementation of its policies.

Putnam Investments named Edmund F. Murphy III as managing director and head of defined contribution. Prior to joining Putnam, Murphy served as executive vice president of Fidelity Institutional Retirement Services Company.
