Is there a reputable national exchange of advisors looking to buy and sell books of business?   Would be interested in some thoughts on sources as I would think such a thing would exist.

FP Transitions is the closest thing to it...been around since 1999 I think.

FP transitions is very reputable in the industry I would COMPLETELY shy away from anyone who does not have a great deal of experience in the Financial services industry
