Wells Fargo Advisors FiNet lowers payout to 0% on FA And FA family IRA accounts, any other major firms doing this?

For 2017, WFAFiNet will move the payout on FA and FA family related IRA accounts to 0% payout. Firm claims it has to because of an IRS rule. Any other firms doing this or is this just another of their many attempts to lower payouts and goose profits at our expense?
