Is this product that comes with TD Ameritrade available to brokers or as a stand alone product?

UYes - pro’s can pay a monthly fee for it. All it’s really good for is real time data, it cannot be used to autotrade institutional accounts nor should any strategy buildable in it be utilized with client money - the strategies will all blow up due to lack of adaptive algorithm programming.
